About Us

Govt. Driving Training School, Bhubaneswar was created during the year 1973-74 with a view to impart non-residential LMV Driving Training to unemployed & poor youth of Odisha, free of cost (except the Govt. fees of DL & Admission fees) to create job opportunity for the trainees trained through this Institute and issuance of Inter National driving Permit (IDP). It was initially functioning at a dilapidated building of OSRTC Work-shop at the back side of the Master Canteen square. Then it was shifted to its present location during 2000-01, in which, Law College, Bhubaneswar was previously functioning. During 2007-08, camp office of Transport Commissioner-cum-Chairman, Odisha Road Safety Society, started functioning at a portion of it.

BUILDING

Now, the office is functioning in an old Govt. building, which was previously utilized as Law College, Bhubaneswar. A class room for theory training is functioning in a portion of the building, just back side of the main office building. The rest portion is being occupied by Smart chips Ltd. (Concessioner for VAHAN & SARATHI project) as “Data Centre”.

VEHICLES

There are 2nos. Mahindra & Mahindra make Bolero Non-Ac vehicles with seating capacity (8+1) of 2016 model being utilized for LMV Driving Training purpose in addition to one Maruti-800 Car of 2006 model. All the vehicles are fitted with dual control mechanism for practical training purpose.

ACTIVITIES OF GOVT. DTS, BBSR

Imparting LMV Training

Aim:

Govt. Driving Training School, Bhubaneswar was created during the year 1973-74 with a view to impart non-residential LMV Driving Training to poor unemployed youth (both boys & girls) of Odisha, free of cost (except DL fees & admission fees) to create job opportunity for the trainees trained through this Institute.

Course:

It is a 2-month course in which both theoretical training-cum- Simulator Training for 30 days and practical training for 30 days are being imparted to the trainees. Before the trainees are put behind the wheel for driving training, they are being trained on Driving Simulators (Which is a replica of TATA INDICA system with computerized evaluation mechanism).

Target Assigned:

The target for LMV Driving training has been fixed as 480 candidates per year.

Criteria for selection:

An applicant must fulfill the following criteria:

• Age: 18 years to 35 years
• Height: Minimum 5 feet for candidates.

Targeted Group:

For developing skill & enhancing employability of the candidates (both men & women candidates) to make ‘Driving’ as a carrier.

Selection of Trainees:

Advertisement is made in local Newspaper every year inviting applications from intending candidates who are interested to make driving as a career. A selection committee constituted as per orders of Transport Commissioner, Odisha, under the chairmanship of Principal, Govt. DTS (Chairman), Deputy/Under Secretary, STA (Member) & Dist. Employment Officer, Khurda(Member) select the candidates as per the criteria fixed and prepare the list of candidates for one year. Every month w.e.f. April, 40 candidates are enrolled Theory as well as Simulator training. In the next month, another batch of 40 candidates are enrolled who are given Theory as well as Simulator training while the 1st batch go for Practical driving training.

Issuance of Learner’s License:

As per Rule 3(II) of OMV Rules 1993, the Principal of the Institution i.e. Govt. Driving Training School has been designated as the Licensing Authority for the trainees of the Institution. The trainees joining the Institution have to pay one hundred rupees each towards Admission Fee. and to pay Rs.222/- as New LL fees or Rs.172/- for addition cases at the time of applying for Learner’s Licenses as per fees structure prescribed vide Rule-32 of C. M. V. Rules.1989.

Driving Simulator Training:

Govt. DTS has been provided with 3 nos. LMV Driving Simulators for training purpose. To operate simulators & to provide training there-of, 2nos. Simulator Operators having computer knowledge have been engaged on daily wages basis, who provide necessary training to the trainees regularly.

Issuance of Driving Training Manual:

All the trainees are provided with Driving Training Manuals, published by Govt. DTS, Bhubaneswar free of cost while another manual published by Odisha Road Safety Society on “Driving Training with Responsibility & Safety” at an cost of Rs.20/- per piece. The amount so collected is being deposited in ORSS fund of STA.

Issuance of Driving License:

After completion of the course of 2 months, the batch of trainees are to pay Rs.773/- each towards New DL fees or Rs.1073/- in addition cases as prescribed in Rule-15, 17 and 32 of C. M. V. Rules.1989 & appear for the test of competence as per the test prescribed under Rule 15 of the CMV Rules 1989.The successful trainees are issued with course completion certificate in Form-5 as per CMV Rules,1989 and Smart Card Driving Licenses in Form-7, issued & are being sent to the trainees at their addresses by speed post as per guidelines of Transport Commissioner, Odisha.

I. Who is eligible to take LMV Training at Govt. DTS, Bhubaneswar?

Persons with age limit from 18 to 35 years, minimum 5 feet height are eligible to applied Govt. sponsored Non-residential LMV Driving Training at Govt. DTS, BBSR. He/She must be a resident of State of Odisha.

II. How to Apply?

Every year the advertisement for applications for the training is published by the Principal, Govt. Driving Training School, Bhubaneswar in the Local Newspapers and accordingly the candidates has to apply in the prescribed format for selection of the eligible candidates for Govt. DTS, BBSR. The list of selected candidates remains valid for a period of one year.

III. What is the fee structure for the training?

The Non-residential LMV training imparted in the Govt. DTS, BBSR is free of cost as it is a Govt. sponsored programme. However the selected candidates have to pay Rs.100/- (Rupees One Hundred Only) for Admission Fees and he/she has to deposit the required Driving License fee also.

IV. What are the facilities available in this Institution?

The selected trainees has to complete one month theory training class along with simulator training and another one month practical driving training after successful completion of theory class. Then the trainees has to appear the driving competency test for obtaining DL.

V. What is the employment opportunity?

After completion of the driving training the candidates are eligible for their self-employment and eligible for HMV Driving Training.

VII. How to obtain IDP?

International Driving Permits are being issued from Govt. DTS, Bhubaneswar as per “International Convention of Road Traffic of 19th September 1949” to the candidates having a Valid Indian Driving License belonging to Odisha State, Valid Indian Passport, Valid VISA, a Medical Certificate in Form 1-A. The JCT(Tech.)-cum-Principal Govt. DTS, Bhubaneswar, being designated as Licensing Authority (OD-99) by Govt. for issue of IDP. An application for an International Driving Permit shall be made through online in Form 4-A and shall be accompanied by the following for verification with the originals at the time of issue of IDP:

• Valid driving license issued by the Licensing authority under these rules.(DL must be in form-7 & in smart-card)
• Appropriate fees as specified is Rs. 1,000/- (One Thousand only)
• Medical certificate in Form 1-A (From any MBBS qualified Doctor) duly signed partially over the photograph of candidate & partially over the form with Registration no. & Stamp.
• Valid proof of passport.
• Valid proof of Visa, wherever applicable (Some countries issue visa on arrival)

PROCESS FLOW FOR ONLINE INTERNATIONAL DRIVING PERMIT (IDP)

Every International Driving Permit issued is in Form 6-A and valid (Maximum for 1 year or up to the date of validity of Driving License whichever is earlier).
