- Application Through Online https://parivahan.gov.in/parivahan/
- Click on Online Services
- Click on Driving License Related Services
- Select State (Odisha)
- Select Menu “Learners License”
- Click on “Print Learners License (Form3)”
- Click on “Proceed”
- Enter Application Number/License Number/ Mobile Number & Date of Birth
- Enter Captcha
- A Security Code will be sent to Applicant Mobile number.
- Enter Security Code and then click on “OK”
- Click on Submit
- Learners License will be downloaded in pdf format.
