A. OVERVIEW OF ROAD TRANSPORT SECTOR.

Road transport is vital to the economic development and social integration of the country. Easy accessibility, flexibility of operation, door-to-door service and reliability have earned road transport an increasingly higher share of both passenger and freight traffic vis-à-vis other modes of transport. Road transport is a key factor to social, regional, and economic cohesion, including the development of rural areas.

i) VISION :

To provide an efficient, Safe and Modern Transport Environment for people.

ii) MISSION :

Establishment of an efficient, transparent and modernized transport administration to ensure safe, secure and efficient movement of freight and people.

iii) OBJECTIVE:

1. Effective Public Service Delivery System. 
2. Infrastructure development for enhancing the efficiency of transport administration and for improving citizen centric services.
3. Enhancing transport connectivity in the backward areas.
4. Establishment of Driving Training Institutes ensuring skill development.

1. GIS Mapping:

GIS Mapping of entire road network of the State with frequency of Bus services will be available. This will enhance centralized monitoring of public transport system in the State as all the stage carriages will be GPS enabled. This will monitor the adherence of route and permit timing by the stage carriages. It will help in increasing bus services to the remote areas of the State. 2. Installation of CCTV cameras in the stage carriages:

This will enhance the safety of the passengers specially women passengers, violation of permit condition by taking excess passengers, good behavior of staff and passengers.

3. Inspection and Certification Center for Fitness of vehicles :

The center will ensure the effective mechanized vehicle inspection system for improving roadworthiness of on road vehicle fleet in terms of road safety and emissions. There are variety of standalone garage type equipment are available in the market for performing the different inspections carried out during fitness tests but it in the I & C Centre the vehicles will be tested in an integrated mechanized lane for effective inspection. By establishing this I & C Centre the physical conditions of vehicles will be checked at a high precession rate for controlling and standardizing the vehicle condition in view of road safety & emissions. The checking of vehicle in adherence to the Central Motor Vehicle Rules (CMVR), 1989 will be complied and in addition to this human interference will be less. In first phase the I & C Centre will be started at Arilo, Cuttack and further at Rourkela, Balasore, Angul, Sambalpur and Ganjam the Centres will be established by the year 2022

4. Automated Driving Testing System:

In order to test driving skill Automated Driving Testing System will be implemented in 15 RTOs by the year 2025 to ensure transparency while issuing DL. The track will have electronic sensors/ camera which will help in grading the driver’s skill and knowledge on driving. This will also record the movements of the vehicle driven and integrate to ‘Sarathi’ application.

5. Mobile apps for Bus Services:

An android based citizen centric user friendly mobile application for tracking Buses (Stage Carriages) in different rationalized routes. Passengers can find the details of buses available between different stations with the information on time of arrival & departure, stoppages, distance and fare. User friendly & easily accessible by any common man. Commuters can easily plan their travel plans with the application and also choose the buses as per their convenient time and route.

6. Road Safety:

There is a target to reduce the Road Accident fatality by 20% by 2020. In order to achieve this target a number of education, engineering, enforcement and emergency care activities will be taken up.

7. Permit Issue Management System:

PIMS (Permit Issue Management System) has been developed to facilitate the bus operator for Stage Carriage Permit. Now the bus operators can apply for stage carriage permit from the comfort of their home/work place with route and timings of their choice as they can get informed about the vacancy of route and timing online.

8. Vehicular Pollution:

Mobile pollution testing equipments will be carried by the enforcement officials to check vehicular pollution on roads. Similarly adequate number of pollution testing machines will be installed at different Petrol pumps for testing and issue of vehicle pollution certificates.

9. Driving Training Institutes:

To impart driver training as well as for generation of self and wage employment four heavy vehicle driving training institutes will be opened in the state form which approx. 1lac skilled drivers will be certified.

10. Construction of RTO Office buildings:

State of the art RTO Offices with edge of technology will be constructed.
